REACH is short for “Registration, Evaluation and Authorisation of CHemicals”. The relevant text is from Regulation (EC) No 1907/2006.
In the following texts, the term “SHOWA/BEST gloves” means gloves of this brand officially marketed in the territory of SHOWA/BEST Best Glove at present.
SHOWA/BEST gloves come under the category “article” in the REACH system, as defined in Article 3.3.
Articles as such are not affected by REACH, but only the substances contained in them and meeting the criteria in Article 7.
About registration (REACH Article 7.1)
A substance contained in articles must be registered if the substance contained in the article is intended to be released under normal and reasonably foreseeable conditions of use.
The content of SHOWA/BEST gloves is not intended to be released under normal and reasonably foreseeable conditions of use.
As a result, there is no requirement to register the substances contained in SHOWA/BEST gloves as set out in Article 7.1.
About notification (REACH Article 7.2)
Notification is mandatory if all the conditions below are met:
- The article contains a substance that is “subject to authorisation”;
- The substance is contained in quantities greater than or equal to 1 tonne/year;
- The substance is contained in the article to a concentration exceeding 0.1% w/w.
At present, no SHOWA/BEST gloves meet these conditions, and they are not therefore covered by the mandatory notification set out in Article 7.2.
About information (REACH Article 33)
Producers/importers/suppliers of articles are required to communicate information if the article contains a substance that is “subject to authorisation” greater than or equal to 0.1% w/w
At present, SHOWA/BEST gloves do not contain any substance that is “subject to authorisation”: there is therefore no requirement to communicate information as set out in Article 33.
